Product - Agentic AI for Construction Tender Evaluation

What it is

ProcureGrid is an agentic AI platform purpose-built for construction tender evaluation. It ingests full contractor submissions (PDFs, Excel BOQs, programme files, marked-up contracts), reads them the way a procurement committee would, and produces a structured board memo covering technical capability, commercial competitiveness, contractual compliance, schedule feasibility, and risk. Every finding cites the exact page, clause, or BOQ cell it came from. The AI recommends, humans decide.

The problem it solves

Evaluating large construction tenders takes 5 to 10 analyst-days per bidder just to read 200 to 500 page submissions, and longer when programme files, marked-up contracts, and BOQs all have to be reconciled by hand.

Cross-bidder BOQ comparison is done in spreadsheets, so scope exclusions that one bidder priced and another left out are routinely missed - and resurface post-award as multi-million variation orders and claims.

Contract clause deviations, including struck-through employer-favorable language, liability caps, and Defects Liability Period changes, require line-by-line legal review that rarely happens consistently across bidders.

Rubric scoring is inconsistent across reviewers and evaluation rounds, and the resulting recommendation usually lacks the page-level audit trail needed to survive a bidder dispute.

Core Capabilities

What it does

Technical Scoring Against Rubrics

Derives a tender-specific technical rubric from the Job Requisition and scores every bidder against the same criteria, with banded labels and written justifications. No reviewer bias, no inconsistent criteria between bidders.

Cross-Bidder BOQ Comparison

Matches equivalent line items across submissions, then reports section-level price variance, unit-rate outliers, and front-loading of preliminaries. Replaces manual Excel reconciliation with apples-to-apples totals.

Scope Exclusion Detection

Surfaces every item one bidder priced and another excluded, with the priced value attached as an instant cost-of-gap estimate. Catches the hidden risks that turn into post-award variation orders.

Contract Clause Deviation Analysis

Reads each bidder's marked-up contract and detects bidder-introduced departures - struck-through clauses, liability limitations, Defects Liability Period changes, and unstated assumptions - each tied to the exact page and clause.

Schedule & Risk Assessment

Checks each bidder's programme against the tender's required completion date, flags critical-path assumptions, and consolidates a cross-discipline risk register ranked by severity.

Evidence-Cited Board Memo

Compiles every agent's findings into a single board memo with executive summary, commercial comparison, technical assessment, legal assessment, risk register, recommendation, and next-step clarifications. Every number and finding traces back to a source page.

Mega-Project Scale

Hardened to ingest and process more than 500 MB of submissions per bidder across multiple PDFs, Excel BOQs, XER/MPP programme files, and marked-up contracts, with full traceability preserved at every step. Built for real mega-construction tenders, not single-file demos.

Owner-Side, Not Bidder-Side

ProcureGrid evaluates contractor submissions on behalf of tender boards, owners, government procurement authorities, and PMOs. It is not a bid-optimization tool for contractors trying to win work.

Enterprise and Government Grade

ProcureGrid is built for tender boards, government procurement authorities, and PMOs that need defensible decisions. ISO 27001 alignment is in progress, GDPR and EU AI Act ready, with SSO, role-based access control, application-level audit logging, and data minimization. No public LLMs are used - private models run inside the customer tenancy. Deployment options include private cloud (single-tenant), on-premise / customer VPC, and GCC sovereign / government cloud with data residency in KSA, UAE, and Oman. See Trust and Compliance at /trust for full detail.

Trust and Governance

ProcureGrid is engineered for decisions that may be disputed. Language models never originate numbers: every figure, score, and variance is computed in code from extracted data, and every finding carries a source pointer back to the exact page, clause, or BOQ cell it came from. AI recommends, humans decide - qualification status is always presented as a reviewable recommendation, never an automated award.
